Article 1: Franchises 1. The TOFHL is to operate with twelve franchises. 2. Expansion & Contraction will be considered by a special selection committee 3. Franchises are non-transferable. 4. In the event of a franchise losing its general manager, a special selection committee will consider a new replacement general manager. 5. Co-GMs are under the discretion of the current general manager of said franchise and can be removed or replaced at their own risk. Article 2: Money / Prizes 1. Franchise payments cost per franchise are $100 per season. 2. The TOFHL may ask for additional payments in relation to additional operational costs within reason. 3. TOFHL payments are due at the day of the TOFHL draft. 4. Prizes are to be distributed as: 1st place: $600 2nd place: $300 3rd place: $150 President’s Trophy Winner: $150 Article 3a: Draft 1. The TOFHL draft will take place on a date and time approved unanimously by all twelve TOFHL general managers. 2. Attendance by a GM to the TOFHL draft is REQUIRED. 3. The TOFHL draft will be fourteen rounds with twelve picks per round, operating under a snake draft orientation. 4. A player must be drafted or have his rights owned at one time by an NHL franchise to be eligible to be drafted in the TOFHL draft. 5. Draft picks may be traded for players and other draft picks under the discretion of general managers. 6. Draft picks may be forfeited if a TOFHL franchise already has selected enough players. 7. Draft picks must be used and selected within a reasonable amount of time set by the league before every draft. 8. In the event of a NHL lockout, the draft order will carry over to the next season. Article 3b: Draft Lottery 1. The draft lottery will be conducted with the current percentages: 12th place: 50% 11th place: 27% 10th place: 17% 9th place: 3% 8th place: 2% 7th place: 1% 2. The TOFHL commissioner will conduct the draft lottery with the presence of at least one other general manager through the usage of 3rd party online random selection protocol. Article 4a: Players 1. A TOFHL team will consist of at maximum 21 players on its active roster. 2. A player must be claimed from the draft or through waivers. 3. Players may be added through waivers upon the beginning of the season, which will occur at a set time by the commissioner so that all franchises will have a fair chance at the start of the season. 4. A starting line-up will consist of 4 Centers, 3 Left Wingers, 3 Right Wingers, 4 Defensemen and 3 Goaltenders. 5. A team will be granted two Injured Reserve spots for those eligible. Article 4b: Keepers 1. A TOFHL Franchise may keep seven players on its active roster at the end of the season for protection from re-entry into the draft. 2. These players may be selected regardless of position. 3. Keepers may be traded during the off-season for other kept players or draft picks. Article 4c: Minors 1. A TOFHL team may select to protect up to three Minors players to be drawn up to their active roster in the future. 2. A Minors player must have less than 175 games played as a skater and less than 75 games played as a goaltender. 3. If a player is not on an active roster at the puck drop of their 176th game as a skater or their 76th start as a goaltender when they lose minors eligibility said player is free to be added to the active roster of any team. 4. Minors may be traded during the off-season for other kept players or draft picks. 5. A player dropped by another team must first clear waivers before he can be added as a minors eligible player. Article 5a: Trades 1. Trades in the TOFHL may occur at any time unless otherwise specified via a trade freeze by the commissioner. 2. Trades in the TOFHL may only consist of players, Minors, and draft picks in return for other players, Minors and draft picks. Conditions may be set by the franchises involved in a trade. 2a. Conditional picks or players must be utilized with conditions deemed relevant to the success of that player in said trade or the success of the franchises involved within the trade. No irrelevant conditions may be placed upon trades and are subject to veto by special committee if charged. 3. Draft picks may only be traded two years in advance from the start of that year's draft. 4. A trade may be subject to veto under the discretion of the league as a whole, and requires a majority vote to instigate an investigation of foul play by the commissioner. 5. Trade veto instigation cannot be used solely for the purposes of furthering interests of one’s own franchise. Article 6: Hockey Operations 1. In the event of a NHL lockout, the TOFHL will not operate as a league. 2. Inactivity from a general manager will not be tolerated. 2a. Inactivity is defined as a lack of response to league functions, such as e-mails, trade proposals, or a noticeable lack of response in their active rosters. 3. First response toward inactivity is a warning. If said warning goes unnoted, then further response under the discretion by special committee with the possibility of expulsion and loss of franchise management opportunity. |
